A high rating opens your Google review form with the stars ready to confirm. A low rating offers a private note to you first, with the Google link still on the page.
What happens after the rating
High ratings go to Google with one more tap. Lower ratings are offered a private form first, so you hear about a problem while you can still fix it. Nobody is blocked from posting publicly: the Google link is on both pages.
